Question Papers Reach Chhattisgarh Village In Chopper Ahead Of Board Exams

In a remote tribal village in Chhattisgarh, a helicopter was used to deliver question papers to an exam centre, Chhattisgarh Chief Minister's Office said.

The board examination for classes 10 and 12 will begin tomorrow and question papers were transported to Jagargunda village in Chhattisgarh's Sukma, which is approximately 400 km from capital Raipur.

"This is our Chhattisgarh, where the future of children is the first concern. Appreciating this effort of the district administration, Chief Minister Vishnudev Sai said that this initiative taken for the bright future of the children of tribal areas is praiseworthy," the Chief Minister's office said in a post on X (formerly Twitter).

"Let no child remain deprived of a good education. Chhattisgarh government is dedicated to the better future of children," the Chief Minister's office said.

The helicopter landed on an open patch of land and paramilitary personnel assisted officials in unloading the question papers.

Recently, the Chhattisgarh government decided to conduct state board exams for Classes 10 and 12 twice in the same academic session. The decision was announced by the School Education Department. While the academic year for the implementation of the two board exams has not been finalised yet, the education department mentioned that the first phase of final board examinations will be held in March and the second one in July.

The Centre in August last year announced major changes in the education system, in line with the new education policy. The Education Ministry had said that board exams would be conducted twice a year, with students allowed to retain the best scores.

To make the board exams "easier" than the current "high stakes" practice, the examiners will assess the understanding and achievement of competencies, rather than focusing on how much a student has memorised, the centre had said.

Israel Killed Over 25,000 Palestinians Since Hamas Attack: US Defence Chief

Israel has killed more than 25,000 Palestinian women and children since the October 7 attack by militant group Hamas, US Defence Secretary Lloyd Austin said Thursday.

"It's over 25,000," Austin told lawmakers when asked during a House Armed Services Committee hearing for the figure on women and children killed.

The United States has backed Israel since the unprecedented Hamas attack in October that resulted in the deaths of around 1,160 people.

Israel responded to the attack with a relentless assault on Gaza that the coastal territory's health ministry said has left more than 30,000 people dead.

The number provided by Austin is within the same range, and come as Washington pushes for a ceasefire and a reduction in civilian casualties in Gaza.

Vote For BJP, Or You Will Go To Hell, Says Telangana BJP MP: Report

A video of Nizamabad Lok Sabha MP D Arvind saying that people will go to hell if they don't support BJP after benefitting from schemes implemented by Prime Minister Narendra Modi's government has gone viral.

In the video, Mr Arvind is seen addressing a gathering at a Vijay Sankalp Yatra recently, requesting the people not to "bite the hand that is feeding them".

"You are getting free food, free gas, good schools are being set up. He (Prime Minister Narendra Modi) is taking care of your health. He is sending money for marriages. He is giving loans to SHGs. It is Narendra Modi who has abolished triple talaq and ensured your self-respect," he said.

"After all this, if you vote for Congress or BRS, 'uparwala' (God) will take you to hell. You will not go to heaven. I am saying that you will go to hell. Don't bite the hand that feeds you," the BJP MP was seen saying in the video.

Mr Arvind could not be reached for comment.

He appealed to the gathering that if they want to go to heaven , they should support and vote for those who are giving services to the country and securing it, alluding to his party the BJP.

"Otherwise God also will not pardon you people," he was seen to be telling the crowd.

He was also seen in another video stating that all Hindus should be united and vote for the BJP, failing which they would go to hell.

The real traitors are those who are in Hindu society and do not support BJP, he was heard saying in the video.

BJP Wins 8 seats, Samajwadi Party Two In Rajya Sabha Polls In Uttar Pradesh

The BJP pulled off a stunning extra seat in the Rajya Sabha from Uttar Pradesh today -- with some help from Jayant Chaudhary's Rashtriya Lok Dal and a handful of Samajwadi Party rebels. The party won eight of the state's 10 seats, two went to the Samajwadi Party, which was expecting three.

The second bonus seat won by the BJP was in Congress-ruled Himachal Pradesh, with cross-voting by six Congress MLAs.

In Uttar Pradesh, the BJP had forced an election by fielding an eighth candidate for the state's 10 seats. The numbers decreed that seven seats would go to the BJP and three to the Samajwadi Party.
But as early as yesterday, BJP leaders started claiming in private that a clutch of Samajwadi Party MLAs would cross-vote today. The numbers quoted varied between 7 and 10.

By late evening, the writing was on the wall, with eight MLAs staying away from a meeting called by party chief Akhilesh Yadav. This morning, ahead of elections, the party's chief whip resigned.

The actual voting today was replete with suspense and drama, as seven members of the Samajwadi Party cross-voted. The vote of one SP MLA was deemed invalid. After the voting, five Samajwadi Party MPs met Chief Minister Yogi Adityanath.

The eight BJP candidates who won are former Union Minister RPN Singh, former MP Chaudhary Tejveer Singh, Amarpal Maurya, Sangeeta Balwant , BJP spokesperson Sudhanshu Trivedi, former MLA Sadhna Singh, Naveen Jain and Sanjay Seth.

Samajwadi Party's Jaya Bachchan and Ramji Lal Suman won. Alok Ranjan, the third candidate fielded by the Samajwadi Party, lost to the BJP.

"We had been saying from the beginning that all 8 candidates of the BJP will win," said Deputy Chief Minister Keshav Pradhan Maurya.

"I congratulate all the winning candidates. Two SP candidates have also won. So, congratulations to Akhilesh Yadav too. BJP's vijay yatra that began in Rajya Sabha will continue in Lok Sabha and then go on till Vidhan Sabha elections and even further," he was quoted as saying by news agency ANI.

SP chief Akhilesh Yadav said disciplinary action will be taken against MLAs if they had cross voted.

"Not everybody has the guts to stand against the government. Pressure is put on everybody, is there anyone who doesn't know that BJP would go to any extent to win?" he told reporters.

"The BJP was dishonest during the Chandigarh elections also... When it comes to UP, BJP did everything to get votes and those who left, might not have had the guts to stand against the government," he added.

The shock defeat was a blow for Opposition bloc INDIA, which was looking for two more seats in the Upper House in this round of election. The NDA is inching towards majority in the 245-member Rajya Sabha – crucial when it comes to passing or blocking of bills.

New York Medical School Scraps Tuition Fees After $1 Billion Donation

A New York medical school will scrap tuition fees after receiving a "transformational gift" worth $1 billion from a wealthy benefactor, the Albert Einstein College of Medicine's parent organization said in a statement.

The charitable donation is one of the largest ever publicly received by an educational institution in the United States and will see the almost $60,000 undiscounted annual tuition fee become zero.

The school, and its affiliated hospital the Montefiore Medical Center, are located in the Bronx -- New York City's poorest borough, where health outcomes are some of the worst in the state, according to official statistics.

A clip of the announcement being made on campus, posted to social media, showed an auditorium of students reacting rapturously, cheering, screaming and applauding.

"Albert Einstein College of Medicine has received a transformational gift from Ruth L. Gottesman, Ed.D., Chair of the Einstein Board of Trustees and Montefiore Health System board member," the organization said in a statement late Monday.

"This historic gift -- the largest made to any medical school in the country -- will ensure that no student at Einstein will have to pay tuition again."

All current fourth-year students will be reimbursed their spring 2024 semester fees and from August all future students will receive free tuition, the statement added.

Gottesman, 93, is a former clinical professor of paediatrics at Einstein and the wife of David Gottesman, a former Wall Street financier. They were significant donors to the school during his lifetime.

Fierce Gunfight Near Senior Cop's House In Imphal, Army Called In

A fierce gunbattle broke out between the security guards of a senior police officer and an armed group in Manipur's capital Imphal today.

The gunfight happened outside the house of Additional Superintendent of Police (Operations) M Amit Singh in Imphal West's Wankhei neighbourhood, the police said.

The armed group damaged Mr Singh's house and a clinic, the police said. The clinic belongs to Mr Singh's family, whose seven members are doctors.

At least 20-30 armed people forcibly opened the gate and opened fire, sources said.

The police officer's father said Mr Singh was not at home when the attack happened today evening.

Visuals of the gunfight shared on social media show nearby residents running for cover in the dark amid the loud crack of automatic gunfire.

The army, Assam Rifles, and state police personnel have taken control of the area, sources said, adding they are searching for the armed group.

Today's incident comes amid the ethnic violence and tension in the northeast state, where armed groups of both the hill-majority Kuki-Zo tribes and the valley-majority Meiteis are engaged in battles to control areas near the foothills for the past nine months.

Over 200 have died and thousands have been internally displaced in the Manipur violence that began in May 2023.

Congress 3, BJP 1: Rajya Sabha Election Results Out For Karnataka

The ruling Congress in Karnataka won three seats and the BJP one in the Rajya Sabha elections in Karnataka on Tuesday, which were marred by cross-voting in a setback to the saffron party.

Ajay Maken, G C Chandrasekhar and Syed Naseer Hussain, all from the Congress, and Narayansa K Bhandage of the BJP got elected to the Upper House in the polls in which elected MLAs were the voters.

Five candidates, including D Kupendra Reddy of the JD(S) who lost the election, were in the fray for the four seats.

According to official sources, the value of each MLA's vote is 100 and the number of votes sufficient to secure the election of a candidate is 4,441.

Maken, Hussain and Bhandage got 4,700 votes each and Chandrashekhar 4,500. Reddy got only 3,600 votes and therefore did not make the cut.

BJP MLA S T Somashekar voted for Mr Maken, while another party legislator A Shivaram Hebbar abstained.

The BJP said it was exploring the possibility of taking legal action them and lodging a complaint with the Speaker U T Khader seeking their disqualification from the assembly for violating the whip issued to them to vote in favour of the party candidate.

"We have got the information that Somashekar has done cross-voting. I consulted with advocate Vivek Reddy who is our state legal cell president and a high court lawyer. We will ask the Speaker to initiate action (of disqualification) against him (Somashekar) and explore the possibilities to take steps in accordance with the law," Leader of Opposition in the State Assembly R Ashoka said.

Mr Somashekar had earlier quit the Congress and joined the BJP. He served as a minister in the previous BJP government and was made the Mysuru district in-charge minister back then.

In recent months, Mr Somashekar and Mr Hebbar had distanced themselves from the BJP and increasingly began identifying with the Congress.

The BJP (66 MLAs) and the JD(S) (19 MLAs) combined had fielded Kupendra Reddy though they did not have the requisite votes to get him elected.

The NDA partners said they were expecting "conscience votes", apparently from the rival Congress camp, in favour of Mr Reddy.

The Congress has 134 members in the assembly. There are also four others members, including two independents.

Mr Somashekar said he heard the "voice of his conscience" and voted in favour of the Congress, "which built schools and carried out developmental works in his constituency". Hebbar too said he abstained from voting adhering to his conscience.

"This is not 'atma sakshi' (conscience) but 'atma droha' (self betrayal)," BJP MLC N Ravi Kumar said, commenting on Somashekar's and Hebbar's actions.

The BJP and JD(S) workers staged a demonstration in Bengaluru against Mr Somashekar. Raising slogans, they burnt his effigy.

Deputy Chief Minister D K Shivakumar, who is also the state Congress chief, ridiculed the BJP and the JD(S) saying, "'Conscience vote seekers' have become 'conscience vote givers'." "I don't know about cross-voting. I haven't seen the votes of others and independents. Ask the BJP, who spoke about conscience votes," Mr Shivakumar quipped.

Asked if there is legal support for those who have cast conscience votes to Congress candidates, he said, "Let's talk about it when it happens. I am not aware of any complaint filed with the Speaker regarding cross-voting.

"Mr Somashekar has cast his vote as per his conscience. It's a vote against the unholy BJP-JD(S) alliance. The general public, graduates, and teachers have rejected the alliance. Let's see what the legislators think." Chief Minister Siddaramaiah earlier hit out at the JD(S), alleging that the party had sought to lure and threaten its MLAs.

"JDS needs 45 votes (for their candidate) to win. Do they have that many votes? Even though they don't have enough votes, they still fielded the candidate and are luring our MLAs. Do they have a conscience?" the chief minister asked.

"An FIR has been lodged regarding the threat to us," Siddaramaiah said.

Speaking to reporters here, Siddaramaiah lashed out at the JD(S), saying, "When JD(S) does not have 'atma' (soul), how can it have 'atma sakshi' (conscience)? They call themselves Janata Dal (Secular) but whom did they join with?". He was referring to the JD(S) forming an alliance with the BJP.

Former chief minister and JD(S) second-in-command H D Kumaraswamy said the FIR against Kupendra Reddy and his aides was registered at Vidhana Soudha police station.

Mr Kumaraswamy said the complainant MLA did not say that he was lured, but that some other MLAs were "approached".

"Melukote MLA Darshan Puttannaiah of Karnataka Sarvodaya Paksha too had said that it's true that his vote was sought but no one had lured him," the JD(S) state chief claimed.

Mr Kumaraswamy said the BJP and JD(S) had decided to field Kupendra Reddy on the basis of the votes of the 19 JD(S) MLAs and the additional BJP votes after its first preferential votes.

"Not Freedom Of Speech": Minister On Space To Khalistani Elements Abroad

External Affairs Minister S Jaishankar called out the space given to extremist Khalistani elements in foreign countries and said this is not freedom of speech, but a misuse of it.

He said it is not good for any country to send that kind of message for their own reputation and expressed hope that action will be taken against those who attacked Indian missions.

The Minister was speaking at the event 'The Rise of the Global South' at TV9 Bharatvarsh Conclave on Monday.

Speaking about the situation in Canada, Mr Jaishankar said, "We had to suspend the issue of visas in Canada because our diplomats were not safe going to work, they were repeatedly threatened, intimidated, and got very little comfort from the Canadian system at that time...which has improved since then."

"We reached a stage, where, as a minister, I could not risk exposing my diplomats to the kind of violence prevalent there. That part of it has been rectified, so today our visa operations are pretty much normal," he added.

The Minister further called out the argument of 'freedom of expression' stating that throwing smoke bombs at missions and advocating violence is a "misuse" of freedom of speech.

"Regarding the space that is being given to extremists, they keep telling us, 'There is freedom of speech, democracy'. Freedom of speech can't extend to intimidating diplomats, throwing smoke bombs in embassies and consulates, advocating violence and separatism against a friendly state. To me, this is not freedom of speech. This is a misuse of freedom of speech," Mr Jaishankar said.

Recalling the vandalism incident on the Indian High Commission in the UK, he said that the mission didn't get the protection New Delhi had expected.

"To the point of someone climbing on to our HC and bringing down our Indian flag. I asked my colleagues 'Let's put us in each other's shoes'. How would you react if a mob attacked your premises anywhere in the world? You will not say freedom of speech and expression, you will be jumping up and down. But, things have improved in the UK," the Minister said.

In a stern message, Mr Jaishankar said that if a country is not taking action against someone attacking foreign missions, "there is a message in it."

"We have had a much firmer response in Australia and the US. We had an arson attack in the US, but that is under investigation. If the receiving state does not take action against someone who attacks an embassy or a consulate, there's a message in it. Now, I don't think it's good for any country to send that kind of message for their own reputation. That's why we want action to be taken against those who attacked our missions," Mr Jaishankar added.

Notably, there has been a rise in Khalistani extremism in several countries like Canada, Australia, the US and the UK.

After the killing of the designated terrorist Hardeep Singh Nijjar last June, the Khalistani extremists targeted Indian diplomats in several countries and issued threats against them.

Especially in Canada, multiple incidents of Khalistan extremism were reported lately. In June this year, a tableau parade was organised in Canada celebrating the assassination of former PM Indira Gandhi, which drew severe criticism from New Delhi. Multiple temples were also vandalised in Canada by pro-Khalistani protestors, with anti-India graffiti.

Amid strained ties, India stopped issuing visas to Canada amid concerns over the safety of Indian envoys there. Later, the e-visa service was resumed, and physical visa was also started in multiple categories.

In the UK, a group of extremist elements attacked the Indian High Commission in London last March.

Similarly, in the US, the Consulate General of India in San Francisco was attacked on March 19 by a group of assailants. Subsequently, on July 2, at midnight, a few people attempted to set the Consulate building on fire. The case is being probed by the National Investigation Agency.

"Following Indian Supreme Court": Top Bangladesh Official To Chief Justice DY Chandrachud

Appreciating the live streaming of court proceedings, virtual hearing and use of technology at the Supreme Court of India, a top Bangladesh official told Chief Justice DY Chandrachud that they are closely following the Indian Supreme Court.

According to sources, Chief Justice Chandrachud was also told that Bangladesh wants to follow the Indian Supreme Court in these matters.

Chief Justice Chandrachud, speaking at the wo-day conference 'South Asian Constitutional Courts in the Twenty-First Century: Lessons from Bangladesh and India', said both India and Bangladesh share the tradition of constitutional and judicial systems largely aiming to ensure stability and both nations recognised their constitutions as "living documents".

Bangladesh's apex court judges took part in the conference, which drew many jurists, senior lawyers, and government leaders including Law Minister Anisul Huq.

"Our shared tradition aims to ensure stability, but when stability is desired, the stability must never be confused with stagnation," Chief Justice Chandrachud said.

"We recognise our constitutions are living documents. The constitutions of Bangladesh and India proclaim that they are 'given to the people by the people themselves' as citizens of sovereign nations," Chief Justice Chandrachud said.

Apart from Chief Justice Chandrachud, Supreme Court judges Justice Aniruddha Bose and Justice Dipankar Dutta were also present during the conference.

Chief Justice Chandrachud said the Indian and Bangladeshi court systems should encourage the enhanced practice of mediation for dispute resolution, discarding "adversarial litigations".

"Today, we need to ensure that we look into the needs of our society, ensure social growth and social progress by allowing our marginalised groups to come to the mainstream," said the Chief Justice, explaining how the judge's role in the post-colonial era was undergoing a change.

In her address, Prime Minister Sheikh Hasina said her government has made the judiciary totally independent, separating it from the administration by allocating a separate budget for it.

Amid Search For Trinamool's Sheikh Shahjahan, BJP MP's Big Charge

BJP MP Dilip Ghosh has alleged that Trinamool Congress's (TMC) strong man and a prime accused in Sandeshkhali violence and atrocities against women, Sheikh Shahjahan, brought "votes" and "money" to TMC and that's why he is not getting arrested.

In a serious allegation, Ghosh also accused the top official of the West Bengal police of helping Shahjahan, who has been on the run since February 5, after a mob, that was allegedly affiliated with him, attacked ED officials.

"Shahjahan will not be caught because this government does not want to. People like him bring votes and money to the TMC. The DG who was himself is running from CBI, how will he catch him (Shahjahan)... He (DG) was missing for 2-3 hours yesterday, where was he? He went to meet Shahjahan and assured him to not worry... Mamata Banerjee is not going to Sandeshkhali because she does not have the courage to face the anger of the people," said Mr Ghosh.

The members of an independent fact-finding committee led by former Chief Justice of Patna High Court L Narasimha Reddy were detained by West Bengal Police on Sunday when the team was en-rote to Sandeshkhali to probe alleged incidents of atrocities on women.

Fresh protests erupted in Bermajur area of Sandeshkhali in West Bengal on Sunday as women took to the streets to demand the immediate arrest of Trinamool Congress (TMC) leader Ajit Maity.

Amid the protest, the Trinamool Congress removed Ajit Maity from his post. He was TMC Anchal President. Protesters have alleged that Ajit Maity, a close associate of Shahjahan Sheikh, was also involved in land grabbing and extortion in West Bengal's Sandeshkhali.

West Bengal's Leader of Opposition, Suvendu Adhikari, has also come up with similar allegations and said that West Bengal police will not arrest Shahjahan because he controls votes.

"Mamata Banerjee's police will not arrest Sheikh Shahjahan because he controls the votes. If he is arrested, then TMC will lose the Basirhat seat. The hearing is on March 6 on CJI's bench. We hope that the case will go to CBI and Shahjahan will be in jail within 24 hours," he said.

"Strictest action should be taken. Sheikh Shahjahan should get capital punishment. The CBI and NIA investigations should happen. They should take appropriate action as soon as possible. The people of Sandeshkhali and the entire West Bengal are waiting for it," he added further.

The BJP leader also pointed out that Section 144 imposed by the state government is only to prevent BJP leaders.

"This section 144 is imposed only to prevent BJP leaders, MLAs and MPs. It is illegal. It is politically motivated. The state government is using Section 144 to hide the situation inside," Adhikari said.

"Under PM Modi's government, ED and other investigative agencies have the freedom to work; hence, the incident of Sandeshkhali is in front of the entire country," he added.

Ahmed Patel's Daughter's "Alliance Dharma" Remark As AAP Gets Bharuch Seat

Expressing disappointment after the Aam Admi Party (AAP) was allowed to contest from the Bharuch seat in the upcoming Lok Sabha elections as a part of seat-sharing pact with Congress, Mumtaz Patel, the daughter of late veteran Congress leader Ahmed Patel on Sunday said that sometimes sacrifices have to be made in the larger interest of the country adding that she will follow the "alliance dharma".

In Gujarat, the Congress has decided to contest 24 of 26 Lok Sabha seats, leaving the remaining two --Bharuch and Bhavnagar -- for the AAP.

Speaking to ANI, Mumtaz Patel said, "I was disappointed but I believe that whatever decision our alliance committee has taken is in the national interest. I respect their decision. Discussions were already held in this regard. I am sad but we will accept the decision. Whatever party instructs, I will follow Alliance Dharma."

"Whenever there is talk about Bharuch, the name of Ahmed Patel comes. He was the voice of Bharuch for 45 years," she said.

When asked if AAP can become a problem for Congress in future, Ms Patel said, "No one is friend and enemy in politics, things change with time, only time will tell. Currently, we are alliance partners and I respect that."

Mumtaz Patel further stated that Rahul Gandhi and other senior Congress leaders did not agree with the Bharuch seat being given to AAP.

"Rahul Gandhi was against it, various AICC leaders had an emotional attachment with this seat. Yes, I am sad but sometimes you sacrifice in the larger interest of the nation. I wanted to pay tribute to my father through this seat but the decision has been taken by the party keeping certain things in mind," she said.

Mumtaz had earlier expressed her interest in contesting the Lok Sabha election from the stronghold of father Ahmed Patel. Mumtaz Patel's brother Faisal had also declared that he wanted to contest from the Bharuch seat.

Ahmed Patel had won the Bharuch seat in 1977, 1980 and 1984 but since 1989 the BJP has dominated the seat winning it multiple times. Incumbent MP Mansukhbhai Vasava held the seat in 1998.

Meanwhile, Chaitar Vasava, the Aam Adami Party candidate from Gujarat's Bharuch seat for the upcoming Lok Sabha elections has expressed his gratitude to the party's national convenor Arvind Kejriwal, saying that the polls would hold a 'huge responsibility' for him.

"Today in the INDIA bloc, the AAP and Congress alliance has taken place. The declaration has been made that in Gujarat the Bharuch seat has been given to me. I am glad with that announcement. I express my gratitude to Arvind Kejriwal, Bhagwant Mann and others for providing this huge responsibility," Mr Vasava said.

Indian Man Dies In New York Fire, Residents Seen "Jumping Out Of Windows"

A 27-year-old Indian man died in a deadly fire incident in New York's Harlen on Friday. The Indian Embassy in New York identified him as Fazil Khan and said they are in touch with his friends and family.

"Saddened to learn about death of 27 years old Indian national Mr. Fazil Khan in an unfortunate fire incident in an apartment building in Harlem, NY. India in New York is in touch with late Mr. Fazil Khan's family & friends. We continue to extend all possible assistance in reparation of his mortal remains to India," the Indian Embassy posted on X.

A lithium-ion battery caused a deadly fire at a Harlem apartment building on Friday, CBS News cited the local fire department as saying.

Seventeen others were injured and dozens of people were displaced in the fire that witnessed dramatic rope rescues.

Narrating the tragedy, a local Angie Ratchford said, "The fire was at the top and people were jumping out of the windows." Akil Jones, a resident, said he and his father escaped the fire with only his phone and his keys.

To save their lives, the residents of the St. Nicholas Place apartment building were forced to jump or use the fire escape.

A total of 18 people were rescued. Of the 12 admitted to a local hospital, four remain in critical condition, CBS News reported.

Following the incident, a 'full vacate' order has been issued by the Department of Buildings and the Red Cross is assisting dozens of people with temporary housing at a school nearby.

"On the third floor, one of the apartment doors was left open where the fire was. The fire was so intense, flames were coming out that door and blocking the stairwell," said Fire Department Chief John Hodgens.

Manipur Group Calls To End Suspension Of Ops Agreement, Days Before Review

A global alliance of Manipur's Meitei community has called for scrapping a controversial ceasefire with over two dozen Kuki-Zo insurgent groups amid the ethnic conflict between the hill-majority Kuki-Zo tribes and the valley-majority Meiteis.

The Kuki-Zo insurgent groups that signed the tripartite suspension of operations (SoO) agreement with the Centre and the Manipur government in 2008 have been hiding under the SoO safety net "to covertly act against India's peace and security," the Meitei Alliance, a group whose members are Meitei civil society organisations around the world including in the UK, the US, and Europe said in a statement on Saturday.

Every year, a joint monitoring group (JMG) reviews the SoO agreement and decides whether to end or renew it. The next review is on February 29. Broadly, the SoO agreement says the insurgents are to stay at designated camps and their weapons kept in locked storage, to be monitored regularly.

The Manipur government in March 2023 announced it had withdrawn from the SoO agreement with the Kuki National Army (KNA), and the Zomi Revolutionary Army (ZRA). However, only the JMG can decide on such matters, which indicates the state government's move was only a request to the JMG, sources said.

The over two dozen Kuki-Zo insurgent groups come under two umbrella groups - the Kuki National Organisation (KNO), and the United People's Front (UPF). These two representing the others have signed the SoO agreement.

"Suspension of operations with any armed group is, technically speaking, to restore law and order and to ensure security in the country. But when it is used to mask privatisation of violence, it poses a threat to the security of the state as well as life and property of citizens," Bimol Akoijam, professor at Jawaharlal Nehru University's Centre for the Study of Social Systems, said in a statement today.

Latest and Breaking News on NDTV

The Meitei Alliance also published a booklet detailing what it claimed were instances of SoO agreement ground rules violations by Kuki-Zo insurgents.

"Kuki-Zo armed groups have always kept their larger long-term political goal of carving out a sovereign territory called Zale'n-gam. They merely take advantage of SoO to systematically build up their strength to achieve prioritised goals achievable within the Constitution of India," the Meitei Alliance said in the booklet titled 'Ghost of Peace: Why Not Abrogate SoO Agreements With Kuki Armed Groups to Prevent Destabilisation of India?'

"In the long run, Kuki armed groups in the Indo-Myanmar borderland may shift allegiance and become the proxy of an entirely different, globally powerful expansionist force to become a perennial threat to India's internal security and more extensive geostrategic interests," the Meitei Alliance said, days after it submitted a memorandum to Home Minister Amit Shah with a request to scrap the SoO agreement.

Mr Akoijam, who recently published a report on the media's shortcomings on reporting the Manipur issue, called for disarming all armed groups in order to end the "privatisation of violence" and ensure "only the State has monopoly on the legitimate use of physical force".

"I have indicated before there is something that has already been discussed among scholars and activists that the privatisation of violence is unacceptable. Only the State must have the monopoly on the legitimate use of physical force. That is what the State is. Now, if you privatise it (violence), that is not done... Has SoO become something like a mask to hide the truth? That is something people have to ask," Mr Akoijam told reporters in Delhi on Saturday.

'Amend, Review SoO Agreement, Not Scrap It': Retired Army Officer

Major Md Ali Shah (retired), who was a part of the panel discussion on the SoO agreement in Delhi on Saturday, recommended not to put pressure on the Centre and the state government to scrap the agreement, and instead push for reviewing it and taking corrective actions to ensure the ground rules are followed by the insurgent groups.

Latest and Breaking News on NDTV

"I have a slightly different point of view. I am sure you have the maturity to understand it... The moment any agreement is retracted, it won't go down well. I personally don't stand for termination of SoO. There can be a review, no doubt. There can be amendments, no doubt. But terminating the agreement won't be the solution to the problem," Major Shah told reporters.

Another former army officer, Lieutenant General Konsam Himalay Singh (retired), also pointed at the scope of improvement of the SoO agreement. "... Simply following the ground rules would have prevented the worsening of the present situation. The rules were violated in many ways, though only the Manipur government's records can confirm this. Even now, there is scope for improvement, like biometric identification of the inmates, reducing the number of camps, and strict enforcement of ground rules," Lt General Singh said in a statement.

"But violence has spread much further. Now immediate and forceful actions to contain it are necessary, including all illegal armed groups," said Lt General Singh, the first officer from the northeast to become a Lieutenant General in the Indian Army, and who was honoured with the Yudh Seva Medal after the Kargil War in 1999, when he commanded the 27th Battalion, Rajput Regiment, in the high-altitude battlefield Siachen.

Allegations Against Meitei Insurgents Who Signed Peace Deal

The ethnic violence in Manipur over disagreements on land, resources, political representation, and affirmative action policies has dragged on for nine months now.

Both sides accuse each other of atrocities. The Kuki-Zo tribes say their "village defence volunteers" have been repelling attacks by armed groups from the valley, who come to the hills across the "buffer zone" with obvious intentions. Both call themselves "village defence volunteers", a definition of the belligerents in Manipur that has become the most controversial since nothing stops these "volunteers" from killing people under the insurance provided by "in self-defence".

Latest and Breaking News on NDTV

However, members of Manipur's oldest valley-based armed group UNLF, which signed a tripartite peace agreement with the centre and the state government in November 2023 - the first Meitei insurgent group to do so - are allegedly engaged in violent activities against both the security forces and the public, news agency PTI reported on February 18.

The recent sightings of insurgents of the Kh Pambei faction of the United National Liberation Front (UNLF) in Manipur's Moirangpurel, Tumukhong, and Itham have raised concerns, with reports indicating they were carrying out reconnaissance to set up camps in these areas, PTI reported.

The gates of houses of Kuki-Zo tribes in parts of Imphal valley including the Games Village in the Langol foothills have the acronym 'UNLF' written on them, sources who have been to the area said, requesting anonymity.

While the Kuki-Zo tribes accuse the Meiteis of razing their vacant buildings and occupying them in and around Imphal valley, the Meiteis have pointed at entire localities of their community flattened and erased in the hill district Churachandpur.

A similarity between the "village defence volunteers" of both sides is that they appear to be well-armed and well-equipped with modern battle gear. The security forces have frequently recovered Russian-origin AK and US-origin M series assault rifles, and gun models commonly used by both the junta's army and pro-democracy insurgents in neighbouring Myanmar.

Over 180 have died in the violence, and thousands have been internally displaced.

Sugarcane Fair Price Hiked Amid Protests, Minister Says "We Are Pro-Farmer"

The price of sugarcane has been increased by 8 per cent for the 2024-25 financial year and will come into effect from October, the government has said. The hike came amid a huge tussle between the government and farmers over minimum support price. The price of cane will now go up from Rs 315 to Rs 340 a quintal.

Announcing the hike, Union minister Anurag Thakur declared that the government is pro-farmer. "Our government is working for the betterment of farmers and agriculture," he said.

"It has been decided to fix the price for the upcoming sugarcane season, in the period from October 1, 2024, to September 30, 2025, to ensure the fair and reasonable price of sugarcane to the farmers by the sugar mills," he said.

"It has been decided to fix the price at Rs 340 per quintal for the year 2024-25 as compared to the previous year which was Rs 315," he added.

The cabinet approval for the cane price hike came this evening during a meeting chaired by Prime Minister Narendra Modi.

The "Fair and Remunerative Price" will ensure prosperity of sugarcane farmers, the government said.

In a statement, the government said it has provided a premium of Rs. 3.32 per quintal for every 0.1 percentage point increase above 10.25% in the recovery.

"It is noteworthy that India is already paying the highest price of sugarcane in the world and despite that, the  government is ensuring the world's cheapest sugar to domestic consumers," read the statement.

The Centre's decision will benefit more than 5 crore sugarcane farmers and their families and lakhs of other persons involved in sugar sector, the government said.

"It re-confirms fulfilment of Modi ki Guarantee to double farmers' income," the statement added.

Private Moon Lander Enters Orbit For 1st US Lunar Touchdown In 50 Years

A moon lander built by Houston-based company Intuitive Machines reached lunar orbit on Wednesday, headed for an attempt at the first US touchdown on Earth's nearest celestial neighbour in more than 50 years, and the first ever by a private spacecraft.

The six-legged Nova-C lander, dubbed Odysseus, entered a circular orbit 57 miles (92 km) above the lunar surface after firing its main rocket thruster for nearly seven minutes in an orbital insertion manoeuvre, the company said in an online statement.

Assuming all goes according to plan, the robot spacecraft is expected to gradually lower its orbit over the next 24 hours and land at crater Malapert A near the moon's south pole at 5:49 p.m. EST (2249 GMT) on Thursday, carrying a suite of NASA science instruments and technology demonstrations.

Odysseus was launched six days ago, on Feb. 15, atop a Falcon 9 rocket built and flown by Elon Musk's California-based company SpaceX from NASA's Kennedy Space Center in Cape Canaveral, Florida.

If the landing succeeds, the IM-1 mission would represent the first controlled descent to the lunar surface by a U.S. spacecraft since Apollo 17, when NASA's last crewed moon mission carried Gene Cernan and Harrison Schmitt landed there in 1972.

It also would mark the first "soft landing" on the moon ever by a commercially manufactured and operated vehicle and the first under NASA's Artemis lunar program, as the U.S. races to return astronauts to Earth's natural satellite before China lands its own crewed spacecraft there.

The IM-1 mission comes about a month after the lunar lander of another firm, Astrobotic Technology, suffered a propulsion system leak on its way to the moon shortly after being placed in orbit on Jan. 8 by a United Launch Alliance (ULA) Vulcan rocket making its debut flight.

The malfunction of Astrobotic's Peregrine lander, which was also flying NASA payloads to the moon, was the third time a private company had failed to achieve a lunar touchdown, following ill-fated efforts by companies from Israel and Japan.

Those mishaps illustrated the risks NASA faces in leaning more heavily on the commercial sector than it had in the past to realize its spaceflight goals.

Although considered an Intuitive Machines mission, the IM-1 flight is carrying six NASA payloads of instruments designed to gather data about the lunar environment ahead of NASA's planned first crewed Artemis mission to the moon later this decade.

NASA announced last month that it was delaying its target date for the first crewed Artemis moon landing from 2025 to late 2026, while China has said it was aiming for 2030.

Small landers such as Nova-C are expected to get there first, carrying instruments to closely survey the lunar landscape, its resources and potential hazards. Odysseus will focus on space weather interactions with the moon's surface, radio astronomy, precision landing technologies and navigation.

To date, spacecraft from just five countries have ever landed on the moon - the United States, the former Soviet Union, China, India and, most recently just last month, Japan.

Tech Millionaire Claims He Reversed His Hair Loss Using 3 Tactics

Bryan Johnson, the 46-year-old software billionaire, who is on a quest to reverse his biological age, recently claimed in a video that he has beat both balding and graying. In a video posted on YouTube on February 9, he revealed 3 tactics he uses to keep his hair looking healthy and luscious. This routine forms part of his Project Blueprint initiative to stay forever young.

In the clip, he told his followers to start taking precautionary measures before their strands start to thin or shed. ''The best time to work on your hair is before you start losing it,'' Mr Johnson said.

The anti-aging guru revealed he uses red light therapy every morning to maintain a full head of hair. The method requires him to wear a battery-powered red light therapy cap for six minutes, as it ''increases blood flow and also stimulates hair follicle activity''.

He then uses a special topical treatment made up of ingredients like Caffeine, Finasteride, Minoxidil Azelaic Acid, Diclofenac,  Tea Tree Oil, Rosemary, Ginko Biloba, Biotin and Melatonin.

Watch the video here:

Mr Johnson has also been using microneedling and taking specialized platelet-rich plasma (PRP) injections. To fight off grey hair, he uses GR7, an anti-hair loss and anti-gray treatment which he applies three or four times per week, and Mayraki, a colored herbal extract that he applies once a week.

''We biopsied my hair, we looked at it under the microscope and we see that the color is being produced beneath the scalp – so it's working,'' he explained.

People who don't know where to start could begin with using 5% of Romaine or the generic version, Minoxidil, the tech mogul advised.

Notably, the entrepreneur spends $2 million a year on medical diagnostics and treatments combined with a meticulously crafted regimen of eating, sleeping, and exercise to see if he can slow, and perhaps even reverse, the aging process.

Last year, Mr Johnson claimed that his daily regimen had given him the lung capacity and physical endurance of an 18-year-old, the heart of a 37-year-old, and the skin of a 28-year-old. He goes to bed by 8.30 pm, eats 2,250 calories a day between 6 am and 11 am, and has four to five hours of "concentrated thought". He doesn't drink and swallows a staggering 111 pills a day.

He takes more than 100 supplements a day and undergoes daily body fat scans and routine MRIs, conducted by a team of 30 doctors, as per Fortune. He has also swapped blood with his teenage son.

Notably, Mr Johnson made his fortune in his 30s when he sold his payment processing company Braintree Payment Solutions to eBay for $800 million in cash.  He is reportedly worth $400 million.

Ex-India Star, Who Suggested Ranji Trophy To Be 'Scrapped', Now Says This

A day after his retirement from cricket, Bengal star Manoj Tiwary raised concerns over the IPL-centric approach of young cricketers and strongly advocated for greater emphasis on Ranji Trophy. The 38-year-old Tiwary, who served Bengal for about two decades and represented India in 12 ODIs and three T20Is, had recently posted on X that Ranji Trophy should be "scrapped" but did not elaborate on the subject as he was an active BCCI cricketer. He was fined 20 per cent of his match fee for that remark.

He also had a Facebook live in the midst of the match where he said he would come out in the open after taking retirement.

"I can observe that young players have adopted an IPL-centric mindset," Tiwary said, referring to central contracted players opting out of playing domestic cricket.

"Those who don't play IPL often go to Dubai or other places whenever they find some free time. However, this trend is diminishing the significance of the prestigious Ranji Trophy.

"Now, expressing any opinion might lead to a ban. I have already been penalised with a 20 percent reduction in my match fee for just one post."

Ishan Kishan's reluctance to play first-class cricket and focus only on the IPL forced the BCCI to make a minimum number of Ranji Trophy games mandatory for players in order to be eligible for the cash-rich league's lucrative auction pool.

"In hindsight, I feel that the directive issued by the BCCI might not have been given had I not posted it on X. Perhaps my post prompted the BCCI secretary to put the players under pressure now.

"The seriousness they have shown by taking this step in the crucial stage of the Ranji Trophy indicates their concern that many players, especially high-profile ones who have succeeded in the IPL with limited first-class cricket, are not giving enough importance to the Ranji Trophy," Tiwary said.

"I could have spoken up earlier, but it seems that the BCCI is no longer governed by sportspersons; it's now run by politicians. I am associated with a political party, but I am also a sportsperson.

"I don't want to engage in a fight; I simply want the Ranji Trophy to be prioritised, as it is slowly losing its importance."

 'Essence of IPL has lost'

Tiwary further went on to criticise the the approach of young cricketers. "The new-age cricketers adopt a 'Bazball' approach, swinging the bat aggressively from the first ball. Personally, I dislike this approach because it focuses solely on winning or losing.

"However, there is a scope to save a match, especially when facing a potential loss. They are aiming to secure an IPL contract or improve their strike rate to attract attention.

"I won't blame the players; it's a situation that has emerged. The essence of IPL seems to have been lost.

"IPL is a massive platform for all of us, but I also request the BCCI president and secretary to increase the significance of the Ranji Trophy.

"Many players have emerged from this tournament. While we celebrate winning series, it is disheartening that we are unable to clinch ICC trophies, whether it be the WTC or World Cup.

"We feel saddened because India has immense talent, unlike Australia, yet they have won numerous World Cups. The focus should ultimately be on ICC tournaments, with the Ranji Trophy playing an integral role in preparing players for such competitions."

Sharad Pawar Petition Against Poll Body's 'Real NCP' Order In Court Today

The Supreme Court is scheduled to hear on Monday a plea of Sharad Pawar challenging an Election Commission order recognising the Ajit Pawar-led faction as the real Nationalist Congress Party (NCP).

A bench of Justices Surya Kant, Dipankar Datta and KV Viswanathan is likely to hear Sharad Pawar's plea.

On February 16, the top court had agreed to urgently list the plea after Sharad Pawar stated that a whip may be issued by the faction led by Maharashtra Deputy Chief Minister Ajit Pawar.

The veteran leader had sought an urgent hearing of his plea in the wake of twin blows suffered by the group led by him and the consequential fear of facing action for possible violations of whip by his MLAs.

Sharad Pawar had sought urgent hearing in view of the February 15 order of Maharashtra Assembly Speaker Rahul Narwekar.

Mr Narwekar held that the NCP faction led by Ajit Pawar was the real NCP and that the anti-defection provisions in the Constitution cannot be used to stifle internal dissent.

Prior to this, the poll panel announced on February 6 that the Ajit Pawar faction is the real NCP and also allotted the party's 'clock' symbol to the group.

The special Maharashtra assembly session is beginning on February 20.

Pawar senior, who founded the NCP with former Lok Sabha speaker Purno Sangma and Tariq Anwar in 1999 after their expulsion from the Congress, filed the petition through lawyer Abhishek Jebaraj.

Prior to him, the Ajit Pawar faction had filed a caveat in the Supreme Court through advocate Abhikalp Pratap Singh to ensure that no ex-parte order is passed in favour of the Sharad Pawar group if the latter moves the top court.

Ajit Pawar, currently a deputy chief minister in Maharashtra, had walked away with a majority of NCP MLAs in July last year and supported the BJP-Shiv Sena government led by Eknath Shinde.

"...this commission holds that the faction led by the petitioner, Sh Ajit Anantrao Pawar, is the Nationalist Congress Party (NCP) and is entitled to use its name and reserved symbol "clock" for the purposes of the Election Symbols (Reservation and Allotment) Order, 1968," the Election Commission had said in its 140-page order.

The commission had said there were serious inconsistencies in terms of timelines in the claim of the Sharad Pawar group on organisational majority, which resulted in unreliability of their claim.

It had also expressed the hope that political parties will adopt good disclosure practices of organisational elections and internal party democracy.

Then came the decision of the assembly speaker on February 15, the deadline fixed by the top court for deciding disqualification plea.

The speaker, in his elaborate decision, dismissed the disqualification petitions filed by the factions led by Ajit Pawar and his uncle Sharad Pawar against each other's legislators.

The Speaker noted that the Ajit Pawar group had "overwhelming legislative majority" of 41 out of 53 party MLAs when it decided to join the Shiv Sena-BJP government in Maharashtra in July 2023.

The Ajit Pawar group was, thus, the "real political party" when the factions emerged, Mr Narwekar said.

"All the petitions seeking disqualification of MLAs are rejected," Narwekar had said while reading out the ruling at the legislature complex in Mumbai on February 15.

Questioning then party supremo Sharad Pawar's decisions or defying his wishes did not amount to defection but it was only internal dissent, the speaker had said.

The tenth schedule of the Constitution, which provides for disqualification of a legislator in case of defection, was misused in this case, Narwekar had held.

A party leadership cannot use the tenth schedule to stifle dissent of a large number of members by threatening to disqualify them, he had said.

US Woman Runs Over 7-Year-Old Son After Forcing Him To Walk From School

A woman in Alabama allegedly drove over her seven-year-old child after forcing him to walk home from school as a punishment. According to the New York Post, the incident happened on February 9, when Sarai Rachel James, 27, picked up her son from school and got to know of his misbehavior by the school's principal. As a punishment, she made the boy get out of her car and asked him to walk or run the rest of the way home, which was about eight blocks away.

When she slowed down, the boy tried to grab the door handle of the car before his mother accelerated. Her action resulted in the boy being pulled under the car and run over by the rear tire.

Police Chief Michael Abercrombie told People that the boy survived the accident and sustained minor injuries. He suffered abrasions on his back and the side of his head and was transported to the University of Alabama Hospital.

''It was a miracle he was not hurt worse than he was. God was watching over that child that day,'' Mr Abercrombie told People.

The woman was arrested on February 8 and charged with aggravated child abuse, according to Marshall County Sheriff's Office online booking records. Aggravated child abuse is a Class B felony, according to the Alabama state code. If convicted, the charge carries a sentence of up to 20 years behind bars.

Investigators believe that James ''accidentally'' ran over the boy, but she was negligent and irresponsible. ''She may not have realized he was doing that. But she should not have put him in that situation in the first place,'' Mr Abercrombie added.

She was released on a bond of  $50,000 early on the morning of February 11 but has been barred from having any contact with her son. Department of Human Resources has taken custody of the little boy.

A 53-year-old woman who was in the vehicle at the time of the accident also faces a misdemeanor charge of endangering the welfare of a child. She was released from jail on a $500 bond, according to the outlet.

"Reminds Me Of A Young Tendulkar": Shastri's Massive Praise For India Star

Former India head coach and ex-international player Ravi Shastri was all praise for young India opener Yashasvi Jaiswal following his terrific performance against Engalnd during the third Test in Rajkot. Jaiswal, who failed with a run-a-ball 10 in India's first innings, scored big in his next opportunity. He crafted a beautiful 104-run knock before an injury forced him to retire hurt mid-way. As soon as Jaiswal raced to his third Test century on Saturday, Shastri compared his skills to that of cricket great Sachin Tendulkar.

"Impressed with the way (Yashasvi) Jaiswal has stepped up today. Not just with the bat, but his performance on the field too. I think going forward, he could be one of Rohit's go-to part-time options. The ball would be in his hands - whether it's leg-spin, off-spin or medium-pace. Jaiswal reminds me of a young Tendulkar. Busy all the time," said Shastri during commentary after Jaiswal completed his ton as quoted by Hindustan Times.

"This is a classic example of the saying 'If you believe in yourself, there is hope'. Nothing is impossible. That's just a word. He will be constantly involved," he added.

Jaiswal retired hurt after hitting an attacking century to extend India's lead over England to 322 after the tourists' batting collapse in the third Test on Saturday.

India reached 196 or 2 in their second innings at stumps on day three in Rajkot, with Shubman Gill (65) and nightwatchman Kuldeep Yadav (three) batting at the close of play.

India have been left with 10 players to bat and bowl after Ashwin left the match late Friday due to a family emergency. Devdutt Padikkal came in as substitute fielder.

Some Took Away Party, Some Took Away Symbol: Sharad Pawar's Dig At Nephew

Nationalist Congress Party-Sharadchandra Pawar chief Sharad Pawar on Friday said he was not worried about losing the NCP name and symbol but asserted people did not approve of those who chose to go on a different path, a reference to the rebellion by Maharashtra Deputy Chief Minister Ajit Pawar.

Maharashtra assembly Speaker Rahul Narwekar on Thursday held that the Ajit Pawar-led group was the real Nationalist Congress Party (NCP) when two factions emerged in July 2023. Ajit Pawar and eight MLAs joined the Eknath Shinde government on July 2 last year, leading to a split in the Sharad Pawar-founded NCP.

Addressing a public meeting in Satara in western Maharashtra, Sharad Pawar said power comes and goes but ideology, policies and the thought to take the country forward are permanent.

"But some of our colleagues deviated from this path. Some took away the party, some took away the symbol. I never worry about all this. Some people chose to go on a different path by forsaking ideology but people did not appreciate this move," he asserted.

It is "amusing" to hear from these persons that they left as they wanted to work for development, Mr Pawar said.

Not everyone can be in power all the time and it cannot be said those who are not in power cannot serve the country.

"Atal Bihari Vajpayee was in the opposition for several years. Did he not serve the country? Did he ever think of leaving his party to serve the country by leaving behind his ideology? Though we had our differences, one thing everyone has to accept is that he (Vajpayee) always preserved his ideology," the former Union minister asserted.

"In 1977, when the Janata Party came to power, Yashwantrao Chavan sat in the opposition. Was that a wrong decision?" he asked.

The country was facing farmers' issues but those in power are not ready to listen, said Mr Pawar.

In the recent session of 15 days, Prime Minister Narendra Modi came to the Parliament only for one hour, he claimed.

"Be it Jawaharlal Nehru, Indira Gandhi or Yashwantrao Chavan, they did not miss Parliament sessions even for one day," Mr Pawar asserted.

In a reference to Ajit Pawar's routine swipe about his age, Mr Pawar said,"We will overcome this situation too because if our ideological stand is strong then age will not make any difference." "I have taken a decision to go to every corner of the state, take the next generation along and create a new leadership to change the image of the state," the 83-year-old opposition stalwart asserted.

The Supreme Court was told on Thursday that lawyers or legal practitioners cannot solicit or advertise their work unlike doctors and hospitals, who can publish advertisements, and hence, their services cannot be brought under the Consumer Protection Act.

Differentiating between the services rendered by a lawyer and a doctor, senior advocate Narendra Hooda, appearing for bar bodies and other individuals, told a bench of justices Bela M Trivedi and Pankaj Mithal that first and foremost, the duty of a lawyer is towards the court to assist it in a settlement of law and not his client.

The bar bodies, such as Bar Council of India, Delhi High Court Bar Association and Bar of Indian Lawyers, and other individuals in a batch of petitions have challenged a 2007 verdict of the National Consumer Disputes Redressal Commission (NCDRC), which has ruled that advocates and their services come under the purview of the Consumer Protection Act, 1986.

Replying to the court's observation made on Wednesday that if doctors can be sued for poor service and negligence and deficiency in service, then why can't lawyers, Mr Hooda said, "A doctor's clinic has been treated as a commercial entity like all big hospitals, which can advertise themselves. There is no bar on them. However, there is a bar on lawyers to advertise their work. They cannot solicit work and cannot have a share in the suit property as the remuneration for their service under the Advocates Act of 1961."

Assailing the NCDRC verdict, Mr Hooda said lawyers stand on a different footing than doctors or any other professionals due to the restrictions provided under the 1961 law.

He added that for professional misconduct, there is already a remedy provided for a litigant to lodge a complaint with the Bar Council of India, besides the option of approaching a court of law.

"It is not that lawyers have immunity against a complaint filed by a litigant. A remedy for loss can go to the civil court," Mr Hooda said, adding that when the Advocates Act came into force in 1961, the Consumer Protection Act of 1986 was nowhere on the horizon.

He added that the 1986 law was conceived with an altogether different intent to protect the interest of even a small consumer from the mighty corporations.

"The Consumer Protection Act was conceived in such a manner that the services rendered by a lawyer do not fit in like any other services rendered in other professions," the senior lawyer said.

He added that under the 1986 law, a consumer can file a complaint by just writing a two-page letter and the consumer forum has to take a decision on it on merit even in his absence, whereas a litigant has to hire a lawyer to contest a court case and sign a "vakalatnama", authorising the lawyer to argue the case on his behalf.

The hearing remained inconclusive and would continue on February 21.

In its 2007 judgment, the consumer commission had held that advocates come under the purview of the Consumer Protection Act and can be sued in a consumer court by their clients for any deficiency in service.

The national consumer forum's verdict had held that the legal services rendered by lawyers would come within the ambit of section 2(1)(o) of the 1986 Act.

Section 2(1)(o) of the Act defines the word "service" to mean a "service of any description, which is made available to potential users and includes, but not limited to, the provision of facilities in connection with banking, financing insurance, transport, processing, supply of electrical or other energy, board or lodging or both, housing construction, entertainment, amusement or the purveying of news or other information, but does not include the rendering of any service free of charge or under a contract of personal service".

"Undisputedly, lawyers are rendering service. They are charging fees. It is not a contract of personal service. Therefore, there is no reason to hold that they are not covered by the provisions of the Consumer Protection Act, 1986," the NCDRC had held.

The top court, however, stayed the August 6, 2007 verdict of the NCDRC in April 2009.
